The Economics of Poverty in the United States of America<\/strong><\/p>\n

Gli Stati uniti hanno nello stesso tempo il maggior numero di milionari ed il maggior numero di poveri del mondo occidentale. L’obiettivo di quest’articolo \u00e8 di osservare perch\u00e9 il livello di povert\u00e0 rimanga cos\u00ec alto negli Stati Uniti, con- centrandosi sulle “cause” o sulle “spiegazioni” eco nomiche della povert\u00e0. La nostra speranza \u00e8 che focalizzare l’attenzione sulle cause e gli effetti economici della povert\u00e0 ci consentir\u00e0 una migliore comprensione del fenomeno economico. Presentiamo, inoltre, una modesta proposta per sollevare tutti gli americani sopra la soglia della povert\u00e0.<\/p>\n

The United States has both the largest number of millionaires and the largest number of poor people in the developed world. The purpose of this article is to look why poverty remains stubbornly high in the USA, concentrating on the economic \u201ccauses\u201d or explanations of poverty. Our hope is that concentrating on the economic causes and effects of poverty will hopefully give us greater insight into the economics of material poverty. We also offer a modest proposal for lifting all Americans above the poverty line.<\/p>\n

Mounier e le ideologie contemporanee<\/strong><\/p>\n

L\u2019opera di Emmanuel Mounier \u00e8 una delle pi\u00f9 originali e discusse del pensiero politico cattolico del \u2018900. Non solo per i temi trattati e per le novit\u00e0 che essi presentano, ma soprattutto per l\u2019apertura che essi mostrano nei confronti di ogni umanesimo non cristiano che, pur non essendo mai completamente accettato, \u00e8 comunque valorizzato in tutti quei punti che costituiscono un autentico miglioramento dell\u2019uomo. Mounier pu\u00f2 cos\u00ec essere definito come \u2039\u2039l\u2019uomo del dialogo\u203a\u203a, qualit\u00e0 questa, presente in molti studiosi cattolici del nostro secolo che hanno sorretto ed ispirato il Pontificato di Paolo VI. Il pensiero di Mounier si situa sull\u2019orizzonte della grande riflessione cristiana, non fine a se stessa ma in costante confronto con le prospettive ideologiche (individualismo e collettivismo) e con il corredo di tradizioni filosofiche e umanistiche che nel pensiero antico, medievale e moderno hanno tracciato la strada per l\u2019idea fondante l\u2019approccio di Mounier. Questa idea \u00e8 riassumibile nel personalismo e nelle argomentazioni a sostegno del primato della persona umana rispetto alle conseguenze negative promosse dal collettivismo e dall\u2019individualismo borghese.<\/p>\n

The works of Emmanuel Mounier constitute one of the most original and most commented on corpus\u2019 of thought within Catholic political thought of the 20th century. This is not only due to the topics discussed, and to the novelty that they represent, but above all because of the openness that they demonstrate towards every form of non-Christian humanism that are, even if not ever being completely accepted, nevertheless treated with respect where they focus on the authentic progress of man. Mounier can be defined as \u201cthe man of dialogue\u201d, a quality present in many Catholic scholars of this century that have supported and inspired the pontificate of Paul VI. The thought of Mounier situates itself within the general tradition of Christian reflection, not as an end in itself but in constant interaction with ideological positions (individualist and collectivist) and with the help of philosophical and humanistic traditions that in ancient, medieval and modern thought have laid the groundwork for the fundamental idea of Mounier\u2019s approach. This idea can be summed up in the word personalism and in the lines of argument that uphold the primacy of the human person with respect to the negative consequences of collectivism and bourgeois individualism.<\/p>\n

Attualit\u00e0 di Rosmini<\/strong><\/p>\n

L\u2019autore inizia ricordando che quest\u2019anno ricorre il 150\u00b0 anniversario della morte di Rosmini. Da quel 1\u00b0 Luglio 1855 ad oggi \u00e8 stata tutta una risalita del suo nome e del suo pensiero, tanto che oggi viene ovunque riconosciuta l\u2019attualit\u00e0 della sua influenza nella societ\u00e0 internazionale, nella societ\u00e0 italiana in specie. L\u2019articolista conclude che si pu\u00f2 legittimamente arguire che Rosmini oggi gode un buon indice di gradimento e che la generazione a noi contemporanea \u00e8 disposta a scommettere sul suo nome e sul suo complesso patrimonio culturale. L\u2019autore porta tre esempi di come Rosmini possa aiutare a superare le pesanti problematiche del pensiero odierno: l\u2019oggettivit\u00e0 formale dell\u2019essere aiuta a vincere la tentazione del nichilismo, il divino nella natura riscatta il figlio della terra (Nietzsche) e lo nobilita come persona, la societ\u00e0 teocratica tra Dio e l\u2019uomo crea una comunione a livelli sempre pi\u00f9 alti fino a raggiungere il suo vertice in Cristo. Rosmini \u00e8 quindi un filosofo che fonda metafisicamente il pensiero dell\u2019uomo e \u2013 una volta che ci si mette sui suoi passi \u2013 se ne resta affascinati e non lo si abbandona pi\u00f9.<\/p>\n

The author begins by noting that the 150th anniversary of the death of Rosmini falls this year. From that July 1st 1885 until today there has been a continuous growth in interest in his name and thought, so that today, the pertinence of his thinking is recognised internationally, especially in Italian society. The author concludes that one can legitimately argue that Rosmini today enjoys a high level of appreciation and that the present generation is willing to take his contribution to cultural life as a basis for building their own. The author brings forward three examples of how Rosmini can help us to overcome the most pressing problems for current thinking: the formal objectivity of being helps overcome the tendency to nihilism; the divine in nature redeems the son of the earth (Nietzsche) and gives him dignity as a person; the theocratic society between God and Man creates a communion that is always tending towards higher levels until it reaches its summit in Christ. Rosmini is therefore a philosopher who gives a metaphysical foundation to thought on man and, once we start following in his footsteps, we remain fascinated by this and will not abandon it.<\/p>\n

Dal living will al modo sbagliato d\u2019interpretare il diritto all\u2019autonomia<\/strong><\/p>\n

Dopo il recente referendum sulla legge 40\/2004 sulla procreazione medicalmente assistita, un\u2019altra sfida fondamentale sulla vita rischia di dividere l\u2019opinione pubblica italiana. In effetti, diversi progetti di legge sul living will, o testamento biologico, pendono in Parlamento, e il Comitato nazionale di Bioetica italiano ha trovato un compromesso, noto ma discutibile, in materia. Orbene, la questione del\u00a0living will<\/em>\u00a0richiede importanti approfondimenti sull\u2019accanimento terapeutico, la valenza del consenso giuridico anticipato, ecc. In particolare si rende necessario esaminare il dibattito giuridico di fondo, quello, cio\u00e8, sul diritto al autonomia, attualmente esasperatamente gonfiato e quindi interpretato e applicato in modo errato. Come l\u2019illustra la decisione della Corte europea dei diritti dell\u2019uomo Pretty c. R.U., del 29 aprile 2002, purtroppo male interpretata dagli avversari dell\u2019eutanasia.<\/p>\n

Following the recent referendum on the law 40\/2004, concerning medically assisted procreation, another fundamental challenge regarding human life risks splitting Italian public opinion. Indeed, several bills on the “living will” are pending in parliament and the National Bioethics Committee in Italy has come to a widely known, if disputable, compromise on the subject. The subject of the living will requires a clear understanding of ideas like burdensome treatment and advance directives. It is particularly important to examine the basic legal debate, that is, on the right to autonomy, which today is pushed to its limits and is interpreted and applied erroneously.
